Steering Committee on Children and Youth at Risk (CYAR)

The Joint Working Group on Health and related Social Issues (JWGHS) adopted a co-operation sub-programme ‘Children and Youth at Risk’ in March 2008, and at the same time elected a Steering Committee responsible for the implementation of the programme. The purpose of the CYAR programme is to increase co-operation efforts aiming to improve life conditions for the most vulnerable group of the child population in the Barents region.

CYAR III programme 2016-2019. The vision is “The Barents region is a safe and non-violent environment for growth and development of the child where a child receives the right help at the right time”. The long-term objectives of CYAR are:

Objective 1. To strengthen the perspective of the rights of the individual child through the UN CRC
and its operationalization in cross-sectoral service provision.
Objective 2. To increase efficiency and quality of services towards target groups through emphasizing a cross-sectoral approach and use of knowledge-based methods.
Objective 3. To increase information exchange between stakeholders and support effective coordination of efforts in the realm of children and youth at risk in the Barents region.

CYAR II programme 2012-2015.
In 2011 JWGHS adopted a new 4th Cooperation Programme on Health and Related Social Issues in the Barents Euro-Arctic Region for 2012-2015 (English | Russian) where the programme "Children and Youth At Risk" is included.

The priorities 2012-2015:

Prioritized target groups
Families and children in a dangerous social situation
Orphans, unaccompanied children
Institutionalized children and youth
Young offenders
Children and youth with indicated or expressed behaviour problems
Children with disabilities

Prioritized fields of competence:
Family and network perspectives are at the center of all the fields of competence.
Strengthening of parental resources, family intervention programmes
Continue developing systems for professional foster care services
Social skills training for rehabilitation of institutionalized children and youth
Monitoring of the rights of the child, supervision mechanisms
Early prevention of violence towards children

Following methods were selected for CYAR 2012-2015 and together they are labeled The CYAR Support Project: 

"The Incredible Years Program" - parent/teacher and child social skill training
"Aggression Replacement Training (ART)" - cognitive behavioral intervention
"Family Group Conferences" - method of decision making based on empowerment of family and its immediate network
"Restorative Justice" - mediation between the criminal and the victim
"What About Us?" - a course on relationship for couples with children with disabilities
"From Violence To Caring" - an online study programme developed to equip the specialists with tools and methods of identifying violence towards children at an early stage
All the methods were chosen based on documented effect with positive results from both Nordic and North-West Russian regions and through discussions that Mr. Bergstrom had conducted with partners in the region.  In 2012 an interregional centre for methodological support for programmes of preventing "Children and Youth At Risk" was established in Petrozavodsk (Republic of Karelia, Russia). The centre will coordinate the CYAR activities in the North-West Russia.

Since October 2012 CYAR is partly financed through the Kolarctic CPC ENPI programme. Other financiers are the Norwegian Ministry of Children, Equality and Social Inclusion, the Norwegian Ministry of Health and Care and the "Spread Your Wings!" Children Social Assistance Charitable Foundation (Russia).  

The Government of Norway has the chairmanship of the Steering Committee, with deputy chair from the Murmansk Region.

Meetings of the CYAR Steering Committee: 
The Steering Committee (SC) consists of representatives from all regions-partners in CYAR and includes a representative for indigenous peoples. The SC meets twice a year.
